& MOVING FORWARD ON TWO FRONTS
_______CALTRANS: SR-94 IMPROVEMENT PROJECT_______
After first indicating casino construction could go forward without a final traffic plan, CalTrans will now prepare an Environmental Impact Report. This is a requirement for ALL major projects, and JIV/Penn National will pay all costs and now have to follow the same rules as developers.
This EIR requires Public Input, and so CalTrans hosted a “Public Meeting” at Cottonwood Clubhouse last month. With no seats, no presentation, no public questions, no public answers. The 100-plus who attended were directed to view a few charts on easels with maps of “alternatives” for getting 9,000-plus cars, trucks, and buses to and from the Casino. Attendees left shaking their heads at how little was being proposed for such a mega-project. This is not how to get good public input, and CalTrans needs to be put on notice by hearing from you IN WRITING.
You don’t need to be original or fancy. Copy and paste. Tell your story. Ask questions. But send something. Let decision-makers know this project will endanger the lives and safety of your family, neighbors, and community. Just imagine sharing narrow, unlit, winding SR-94 with 9,000+ MORE cars, trucks, and buses—all headed to or from a mega-casino where drinks are served 24-7. Alcohol is a factor in half of all crash fatalities.

DAILY COMMUTES will be lengthened by an average of 30 minutes both AM and PM due to casino traffic.
ALCOHOL TO BE SERVED 24-7. Drunk drivers are responsible for nearly 70% of fatal accidents that occur at night. SR-94 is dark, winding, narrow. This is a disaster waiting.
CALTRANS’ MAPS AND CHARTS of “alternatives” are here the JAC website, as well as notes from Jamul residents (the real experts). In general they propose superficial fix-ups (a couple of signals and short section of 4-lane roadway)—nowhere near what is needed to help reduce the increase in road closures, crashes, injuries, and fatalities.
CHECK OUT SR-94 FATALITY MAP— hundreds of fatalities marked where they happened. If you have lived here any length of time, you probably know one or more of the victims. A sobering graphic.
FUZZY NUMBERS: The numbers JIV offers should be considered a bare minimum Past plans for smaller casinos have projected up to 25,000 cars daily… not the 9,000 the current plans predict.
In another instance, JIV stated they would have to haul away would be approximately 22,600 cubic yard of dirt. When challenged, the actual number was recalculated. It would be 200,000 cu yards—more than 14,000 heavy fully-loaded semis—that would be needed.
DURING WILDFIRE OR EMERGENCY EVACUATIONS how will casino traffic impact those who depend on SR-94 as their primary (or only) evacuation route? Even a disabled truck, vehicle, or collision typically closes down SR-94 in one or both directions, often for several hours. ”Alternate routes” can be as long as 90 miles.
THE SUNRISE POWERLINES are just to our east, and our homes are now labeled by SDG&E as “Assets At Highest-Risk of Catastrophic Wildfire.” Additional casino traffic and road closures will further degrade our ability to safely evacuate before a fast-moving wildfire.
CYCLISTS: The new law says we must leave a 3-foot buffer between vehicles and cyclists. That is physically impossible on most of SR-94 and Otay Lakes Rd. How many more fatalities are anticipated when casino traffic is added to the roads?
THE OTAY LAKES RD—SR-94 INTERSECTION will be heavily impacted by casino traffic from Eastlake, Chula Vista, South Bay, and Mexico. What will be done to reduce the number of crashes, injuries, and fatalities to drivers, motorcyclists, and bicyclists at this blind and dangerous intersection?

The Jamul Action Committee and Jamul Community Church are the lead plaintiffs vs. the US Dept of the Interior. The challenge is based on last year’s Supreme Court ruling that restricted gambling tribes that were federally recognized in 1934. The Jamul Band was not recognized until 1981.
